sets the random number generator seed to a new value
<new seed> New seed value Sets the random number generator seed to a new value. <new seed> should be an integer between 0 and 2**26 - 1. If it is not given (or negative), SETSEED simply prints the current seed value. If /GEN is used then the argument is ignored.
