file based Time/Freq difference of arrival

<in1>     Input file 1 (WideBand)
<in2>     Input file 2 (WideBand/NarrowBand)
<out>     Output cross spectrum file
<time>    Start time
<length>  Length of time to process
<tune>    Tuner freq if narrowband
<ratio>   Resampler ratio if resampled

This command performs a cross correlation on the two input files to calculate both
a Time and Frequency offset.
